Our mission is to provide fair and equitable property assessments for all taxpayers of Franklin County and to meet the needs of the taxpayers by providing the highest degree of professionalism and assistance.
Responsibilities
The Real Estate Department of the Commissioner of Revenue Office is responsible for the records management and assessments for all real property located in Franklin County. Transfers of ownership of property are performed by obtaining deed transfers, deeds of correction, and lists of heirs, wills and other records from the Clerk of the Circuit Court. It is important to maintain timely recordings of transfers to ensure actual owners of property are assessed and taxed.
Our records are accessible to the public and widely used by:
- Attorneys
- Private appraisers both local and out-of-town/state
- Prospective home buyers
- Realtors
- Sellers
- Surveyors
- Title search personnel
History Files
We maintain history files of all parcels of land in Franklin County as well as information specific to each parcel which includes:
- Deed and plat references
- Ownership
- Ownership history
- Specific house information

A message from the Office of the Commissioner of Revenue of Franklin County, Margaret S. Torrence concerning erroneous property assessments:
Please be advised that your property was assessed during the 2020 General Reassessment of Franklin County. Notices were mailed to all property owners at that time and hearings were held by both the Board of Assessors and the Board of Equalization.
Your only recourse at this time would be to petition the Circuit Court Judge and present evidence supporting your appeal. ALL SALES or documents used in the appeal process must be prior to January 1, 2020.

Fee
There is a filing fee of $126 payable to the Franklin County Clerk of Circuit Court. Please mail the petition (PDF) along with your check to:
